The clip captures a scene in which alleged officials of the Independent National Electoral Commission (INEC) collude with members of a political party to illegally thumb-print ballot papers.
According to Premium Times, which released the video, the incident occurred at the village square in Ikot Eko Ibon village in the Onna Local Government Area of the state.
