A government official at the Benghazi Medical Centre said on condition of anonymity on Friday that the handcuffed bodies, which were found on Thursday, bore signs of torture.
He confirmed that the 14 were killed in execution style with shots to the head, adding that beyond that, the circumstances of the alleged executions were not immediately clear.
Benghazi was the birthplace of the 2011 armed revolt that toppled long-time dictator Moamer Gaddafi.

The city has since seen a series of deadly attacks and abductions.
In recent months, Libyan forces led by powerful military chief Khalifta Haftar have intensified their attacks to dislodge Islamist insurgents from Benghazi.
Libya has descended into chaos since Gaddafi's toppling amid proliferation of arms and rival militia.
