In a move that has won ISIS more admirers, the Islamic group has passed sanctions to deter people in the city of Raqqa in Syria- ISIS' capital, from wearing skinny jeans, smoking cigarettes, playing music on their cellphones, and arriving late for prayers at the mosque.

ISIS officials in charge of implementing this “Holy” sanctions say the penalties include imprisonment for some days, with a compulsory Islamic course, while in prison. To be considered for bail, the offender is required to sit for a test, to ascertain his or her knowledge of the course.
Human rights activist say those who don’t pass are required to pay a fine and stay imprisoned until they can pass the test.
