The lawmakers are voting to decentralize the police force to ensure that governors have the power of the “last command” over commissioners of police instead of the president.
The Senate is seeking to abolish the provision, in Section 215 (4) of the 1999 Constitution, which empowers the president to overrule any orders given to a Police Commissioner by the state governor.
According to The Guardian, the bill also seeks to nullify the provision in section 215(5) which prevents courts from entertaining cases arising from such orders issued by the President to the police.
