According to Metro, Phelps was originally pulled over in Iowa, US and ‘admitted to smoking marijuana prior to driving’, according to a police report.

Astonishingly, Officer Hektoen revealed the whole thing in a police department report obtained by the Smoking Gun, which detailed Phelps’ arrest.

During the testing process, the defendant requested to take a Snapchat selfie with me to which I happily obliged’, he wrote in the report.

‘He said he captioned the photo using emoji icons showing a police car, next to a passenger car, next to a tow truck.’
