Nine new rules are set to be introduced in the Premier League for the upcoming season, aiming to enhance the spectacle of the game. Many of these guidelines are designed to reduce time-wasting, while others anticipate a broader use of technology. A significant number of these changes were successfully trialed at the World Cup, where a notable increase in ball-in-play time was observed. At the North American tournament, the ball was in play for an average of just over an hour, compared to just under 57 minutes in Qatar in 2022.

While many of the new rules will be welcomed, some may be met with apprehension, as they imply a more frequent use of VAR, which remains a source of frustration for many fans.

Here's a summary of the new regulations:

Throw-ins: Throw-ins not taken within five seconds will now be awarded to the opposing team. However, this will not apply to long throws, which are considered set-piece situations.

Goal Kicks: Goalkeepers also face a five-second limit. If the goal kick is not taken within this timeframe, the referee will have the authority to award a corner kick to the attacking team.

Fallen Players: If a player falls to the ground without apparent reason, stopping play, they must leave the field, even if they haven't received medical attention from a physio. However, this rule will not apply if the player was fouled and the perpetrator received a card.

Substitutions: Substituted players can no longer leave the field at a leisurely pace. They must now exit within 10 seconds. Failure to do so will result in the incoming player having to wait one minute before joining the game.

Goalkeeper Injury Stoppages: The sight of goalkeepers feigning injury to waste time has also been addressed. Now, if a goalkeeper receives medical attention from a physio, the manager will have 10 seconds to designate a player to leave the field for one minute. If no decision is made within 10 seconds, the captain will automatically be the player to exit for 60 seconds. This rule will not apply if the goalkeeper was fouled or is bleeding.

Handball from a Goal Kick: The rules regarding handball during a goal kick have been clarified. Now, any touch of the ball during the execution will be considered as the kick already having been taken. Consequently, if any player touches the ball with their hand, a penalty will automatically be awarded.

Second Yellow Cards: As seen at the World Cup, VAR can now be used to review second yellow cards that have been shown. However, the technology will not be used for potential second yellow cards that were not issued.

Goals from Set Pieces: VAR will also be used to review whether an infringement occurred before the execution of a set piece. If an infringement is detected, the goal will be disallowed, and the set piece will be retaken.

Mistaken Identity: VAR can now intervene to ensure the correct player is penalized for an infringement. This rule will not be applied as it was at the World Cup, where Paraguay's Miguel Almiron was penalized for simulation after a US player initially received a card for the foul. In the Premier League, it must be for the same offense, for example, in cases of confusion within a crowded penalty area.
