“Clerical officers have the institutional memory of what goes on in their ministries.

“If clerical officers have not been doing their jobs properly, the mechanism of government may not move smoothly as nothing will get done

“This means that the clerical officers’ cadre is very important in the running of government.

“The filing system and file movements are not learnt in schools. So, when a man is properly trained, he will be able to perform well,’’ the permanent secretary said.

He commended Gov. Ayo Fayose for approving the training, saying that it was a demonstration of the governor’s commitment to building a virile public service.
