The incident, according to eyewitnesses, happened on Tuesday, September 20, 2016, when the staff of the local council had resumed work only to find the strange charms tied on the main gate with a placard describing why the charm was there.

According to the picture taken by a witness, the inscription on the placard read:
'Osin & Oborowei say No To Non-Indigene at Ese-Odo Secretariat.'
