Republican Ted Cruz says California attack underscores 'We are at a time of war'

Cruz, who remains behind in the polls, said the attacks prove the country needs "a war-time president to defend" the nation.

USRepublican presidential candidate Ted Cruz said the attack on a holiday party in California proves the nation is in "a time of war."

Speaking Thursday before the Republican Jewish Coalition conference in Washington, D.C., Cruz said President Barack Obama was failing to take the necessary steps to protect the United States. Most of the Republican presidential candidates will address the conference on Thursday.
