Freeman gave the order in the decision of a case between former applicants Peal P.H. Nyenkan VS the University of Liberia (UL).

Student Pulse gathered that no candidate had passed UL's 2012 and 2013 placement and entrance which Nyenkan also sat for as a candidate.

He then wrote to the university's Department of Testing and Evaluation, asking for information relative to his entrance result including his questionnaire, answer sheets and the method(s) of method of grading.

The authorities however failed to respond.

Afterwards, Nyenkan complained to the IIC under the Freedom of Information Law.

In his analysis, Freeman said UL gave no formal response throughout the case as to why it denied the candidate his request.

Established in 1863, the University of Liberia is a publicly funded tertiary institution located in Monrovia.
