Nigeria had a 2-1 lead going into the second leg but surprisingly lost to the Young Falcons of Sudan under heavy rain at the Teslim Balogun Stadium to miss out on the ticket to the tournament holding in Zambia.
Samuel Chukwueze gave the Flying Eagles the lead in the 14th minute before Sunday equalised some minutes later.
Funsho Bamgboye regained the lead for the Flying Eagles in the 26th minute but the Sudanese went level two minutes later through Halid Abdamuleem.
The Sudanese took the lead for the first time in the game before Orji Okonkwo restored parity for Nigeria.

As the Flying Eagles went in search of the winner, an own goal at the other end seven minutes from time gave Sudan the win.
