Jennings, 31, was released by the Minnesota Vikings in March after two seasons at TCF Bank Stadium.
He will help fill the void left by Mike Wallace's departure, who has left Miami this off-season for Minnesota.
Dolphins general manager Dennis Hickey said: "Greg brings a track record of success and is a proven player who can help strengthen the offense."
Jennings, who also visited the Carolina Panthers and New Orleans Saints recently, played for Dolphins coach Joe Philbin when he was the offensive coordinator at the Green Bay Packers.

During his two years in Green Bay, Jennings caught 127 passes for 1,546 yards and 10 touchdowns.
