The Vice President was acting in place of President Muhammadu Buhari who is currently in the United States of America for the 72nd session of the United Nations' General Assembly (UNGA) in New York.

Cabinet members that could not attend the meeting due to being on the president's delegation to the UN are the Minister of Foreign Affairs, Geoffrey Onyeama; Minister of State for Environment, Ibrahim Jibrin; and the Minister of State for Budget and National Planning, Zainab Ahmed.
