Raphael Saint-Andre's men appeared on course to qualify when they opened up a 17-12 lead by the interval.

However, Uruguay proved too strong in the second half and held their nerve to prevail 36-27 on the day, sparking jubilant scenes at Estadio Charrua.

The South American nation, who have played in two previous World Cups, will now join Australia, England, Wales and Fiji in Pool A of next year's global showpiece.

Uruguay will kick off their campaign against co-hosts Wales at the Millennium Stadium on September 20.
