The London Premier League club initially faced a six-point deduction, suspended, along with a financial penalty. However, this points deduction has been replaced by a conditional transfer ban spanning two transfer windows.
The Blues admitted to 74 breaches of FA rules concerning dealings with agents, intermediaries, and third-party investments in players. Club owners Todd Boehly and Clearlake Capital independently reported these violations to football authorities in 2022, shortly after acquiring the club from Russian billionaire Roman Abramovich.
The initial sanction from an independent commission was a six-point deduction, suspended until the end of June 2027. However, the club appealed this decision. The appeals panel, instead of the points deduction, imposed a two-transfer-window registration ban, which is also suspended for the same period.
Chelsea FC had previously reached settlement agreements with both the Premier League and UEFA regarding this matter. The £10 million fine imposed by the regulatory commission was not subject to appeal, and the entire sum will be invested in grassroots football.
The FA is also continuing its investigation into potential individual rule breaches stemming from this case. Chelsea FC, in its statement, welcomed the "final decision" on the matter.
"In 2022, the club independently reported potential historical rule breaches to all relevant regulators. Following this notification, the club cooperated openly and transparently with all regulators, voluntarily and proactively providing thousands of documents," stated representatives of the London organization.
The club added that the conclusion of the FA process signifies the closure of all regulatory proceedings against the club.
