Buhari signed the register while presiding over a meeting of the Federal Executive Council (FEC).
Members of the FEC also observed a minute of silence in honour of Ocholi, who died along with his wife, Blessing and son, Joshua along the Kaduna-Abuja expressway.
Meanwhile, the Federal Road Safety Commission (FRSC) has said that Ocholi died as a result of over-speeding.
