Very few are familiar with the culture of other ethnic groups,very few are conscious of their national aspirations and very few appreciate the problems of multiplicity of language and culture in their respective countries.

It is a problem that needs to be tackled by doing more in educational sector, and supporting adult education with full strength.

Information on each of these is important for the development of each citizen and of the nation. If literacy is to be relevant therefore, it has to integrate in its training. It needs to be intensify information on the society in which the illiterates live including both the immediate and larger community.

Literacy can therefore not be truly functional if it does not draw attention to the awareness of these needs and pave way to their fulfillment by way of modifying the behavior of illiterates for greater tolerance, broadmindedness, respect to other people religious belief, cultural differences and dignity

Development is not merely an economic phenomenon but it is a feature of man’s ongoing construction of the world in all its dimensions from economic growth to defining the memory, values and goals of life. Literacy is to inculcate in each individual acceptable values, the sense of justice, fair play, positive attitude and the instinct of survival in the world full of battles, greed, envy and other vices

Illiteracy and underdevelopment are partners.

Illiteracy and underdevelopment are partners. Illiteracy is one of the causes of underdevelopment; it hampers development most especially when there is high rate.

Literacy should thus be seen as a part of development process, the illiterates cannot grow by merely understanding how to read, write and compute. I think they also need to be aware of their rights, needs and how to fulfill them with the use of literacy skills.

In developing the illiterates, literacy process should be the tool of creating awareness so that they can be persuaded to do something about the wretchedness of their condition.
