Australian Tomic, once viewed as one of the most promising prospects in men's tennis, ended a prolonged slump in form by beating Ivo Karlovic 7-6 (7-5) 3-6 7-6 (7-4) in his first final since the Apia International Sydney in January.
As a result the 21-year-old has moved up 54 places to number 70, while Karlovic drops two places to 31 after failing to defend the title he won in 2013.
There is just one change in the top 10 with David Ferrer leapfrogging Milos Raonic to number six following his run to the final at the Hamburg Open.
Ferrer was surprisingly beaten in Germany by Leonardo Mayer, who rises 19 places to number 27 as a consequence of his maiden ATP title.
Meanwhile, there are no changes to the top 10 of the WTA rankings, which continue to be headed by American Serena Williams.
German Mona Barthel is the big mover following her triumph at the Swedish Open.
Barthel is up 19 places to 42 due to a 6-3 7-6 (7-3) success against South African Chanelle Scheepers in the final.
Former world number one Caroline Wozniacki moves from 15 to 13 thanks to her victory at the Istanbul Cup, a win that marked her first WTA title since October last year.
