The meeting, centred around restructuring, was chaired by Sokoto state governor, Aminu Tambuwal.

The Emir of Kano, HRH Muhammad Sanusi II, was present at the meeting with Governor Umar Tanko Al-makura of Nasarawa state, as well as Governor Nasir El-Rufai of Kaduna and Deputy Governor of Plateau state, Professor Sonni Tyoden.
