Toolson (18 points) and Suarez (16) inspired Unicaja at home, halting Bilbao's winning streak at four matches, which saw the Basque club drop to fifth in the Liga ACB standings.
Bilbao (12-5 win-loss record) fell below Barcelona (12-5) due to the Catalan club's superior points difference.
An impressive second quarter saw Unicaja to victory with the home side outscoring Bilbao by 10 points to lead 41-34 at half-time.
Unicaja then edged Bilbao out over the next two quarters to secure their 14th win of the season.
The Malaga-based team lead the Liga ACB standings with a 14-3 record ahead of Real Madrid (13-4), who defeated La Bruixa d'Or 83-66.
