Thiem is widely regarded as one of the rising stars in the men's game and has cemented that reputation with an excellent run on the clay at Roland Garros.
And the 22-year-old will now contest his maiden grand-slam semi after defeating Goffin 4-6 7-6 (9-7) 6-4 6-1 on Thursday.
His clash with Djokovic will represent Thiem's first encounter with the world number one in a best-of-five-sets match, with the Serbian having triumphed in their only two previous contests on the ATP Tour.
Goffin, also competing in the quarters of a slam for the first time in his career, took the opening set by twice coming from a break down as Thiem struggled to win points on his first serve.
The first set had featured five breaks and the second proved similarly frenetic with both men failing to hold twice, but it was Thiem who came through to level after a tie-break that saw set points squandered by either player.
A cross-court forehand gave 12th seed Goffin a break in the third that he soon consolidated but Thiem again fought back to restore parity at 4-4, going on to win the set after a blistering backhand had put him 40-15 up on the Belgian's serve at 5-4.
Goffin struggled to handle the power of Thiem's groundstrokes, the 13th seed's one-handed backhand proving a particularly useful weapon as he surged to a 5-0 lead in the fourth.
There was no way back for Goffin from there, with the energetic Thiem - who struck 49 winners in the match - wrapping up the biggest win of his career as the rain fell on Court Suzanne-Lenglen.
