Allofs is set to meet his City counterpart, Txiki Begiristain, at the UEFA Champions League draw on Thursday to thrash out terms.
Several reports insist that sources from the Etihad suggest that they are confident of landing of the most sought after attacking midfielder in the world for a fee of around £54 million.
The deal would take the Premier League leaders' summer spending past the £150m mark, following the arrivals of Raheem Sterling, Nicolas Otamendi, Fabian Delph and Patrick Roberts.
