European Council President Donald Tusk said on Monday there was a "strong will" among EU states to satisfy British demands for reform but no consensus on London's proposal to curb immigration from the rest of the bloc.

In a letter to EU leaders, published by the Council , the former Polish premier who will chair their summit next week, said it was urgent to find an accord with British Prime Minister David Cameron.

"Our goal is to find solutions that will meet the expectations of the British prime minister, while cementing the foundations on which the EU is based," Tusk wrote.
