You will recall that Russia was accused of hacking into the Pentagon through a compromised network.
According to The Wall Street Journal, both countries signed a Cyber pact agreeing not to hack or engage in Cyber-warfare against each other. Experts say this is a unique level of Bilateral agreement.
They also agreed to stand together against any technology that might "destabilise the internal political and socio-economic atmosphere," "disturb public order" or "interfere with the internal affairs of the state.”

Both countries are known for their tough stance on the state’s control over the internet. This move is seen as a way to reduce US dominance in global Internet governance.
