Devices like this are usually used by the military and special agents and cost a whole lot of money. However, the CAT S60 is a much more available option. It is certified 5 meters waterproof and can stay under water as long as one hour.
Other specifications include a 4.7-inch screen with gorilla glass 4 and 720p resolution; octa-core Snapdragon 617 SoC chipset; Adreno 405 GPU; 3GB of RAM; 32GB of internal storage; 13MP thermal rear camera with MSX technology; 5-megapixel front camera; 3800 mAh battery; and Android 6.0 Marshmallow out of the box.
