The 18-year-old, who cannot be named because he was not an adult at the time of the crime, was in the process of making pipe and pressure cooker bombs when he was arrested in May 2015.
Victorian Supreme Court Justice Lex Lasry sentenced the teen on the basis that the police raids were the only things that prevented the 18-year-old from setting off a bomb.
The police said that the teenager planned detonating it in the central business district, or on a train or at a police station, killing and injuring innocent people.
Police found boxes of screws, pressure cookers and propaganda from the Islamic State terrorist organisation in the teen’s bedroom along with bomb-making manuals and partially constructed pipe bombs.
According to Justice Lasry, the teenager had every intention of using.
