Yesterday, 31 December 2015, the Executive Governor of Plateau State Simon Lalong,  presented an appropriation bill of A Hundred and Fifty Four Billion Naira (N154bn) to the Plateau Sate House of Assembly for the 2016 fiscal year.

Yesterday, 31 December 2015, the Executive Governor of Plateau State Simon Lalong,  presented an appropriation bill of A Hundred and Fifty Four Billion Naira (N154bn) to the Plateau Sate House of Assembly for the 2016 fiscal year.

Governor Lalong has stated that one of the aims of the budget is to create  opportunities for every citizen. In his words, “We plan to create opportunities for every Plateau State citizen who desires to lead a meaningful and productive life.

Through a planned budget, we are determined to build a new socio-economic and political compact that will create jobs, alleviate poverty and reduce the potential of violent conflict and other forms of instability.

Consequently, while our words will continue to be our bond by ensuring continuity of governance and addressing critical development projects inherited, the 2016 budget and some new projects among the many in our agenda will be initiated under the Five Pillar Policy of our Rescue Administration,”

Tagged the ‘Budget of Rescue and Hope', The Plateau State Governor analysed it as follows: About Forty Nine Per Cent (48.7%) amounting to Seventy Five Billion Naira (N75bn) was earmarked for recurrent expenditure, over Fifty Two Per Cent (52.3%) amounting to about Seventy Nine Billion Naira (N79bn) was the amount set aside for capital expenditure.

Quoting the State Governor, " The budget is about Rescue and Hope, because in “my inaugural speech in May 2015, I made bold to state that I am aware that our people, particularly the youth and women are currently bleeding in hardship and there is a pervasive sense of pessimism that the best days of our dear state are behind us.

I had given assurance about our determination to change and rescue situations and overcome the handicaps of the past and to meet the prospects that lie in the future with courage and confidence. In this way, we would give hope to the citizens"

It is interesting to note that the 2016 budget is twenty eight per c ent (28.5%) less than that 2015. The reduction according to the State Governor, was due to  harsh economic condition realities.

The Governor also emphasized on the fact that the budget was 'zero-based', since total revenue equals total expenditure.
