Police were shocked to discover 3-year-old girl gagged and bound with duct-tape and dumped in rubbish bag surrounded by FAECES.

Police were called to an address after a 3-year-old girl was found dumped in a rubbish bag inside a wardrobe with her hands, legs and mouth duct-taped.

She was severely malnourished and was surrounded by faeces.

In the horrific case, officers discovered that the small child was also being sexually abused - and had been offered up for sex with a man.

A man and a woman have been arrested after what police called 'the worst case of abuse they have ever seen'.

They were tipped off after a man went to Rios-Covarrubias' house for sex after meeting him online, when he noticed a bad smell and discovered the child in the closet.

When the man found the baby, Rios-Covarrubias asked if he wanted to have sex with her.

The man then told police, who found the abused girl in the 'worst' state they'd seen.

Police found the child with her legs and arms bound and duct tape over her mouth. She was covered in feces and inside a black trash bag with nothing but her head, which was shaved, exposed. She was immediately taken to the Mesa Family Advocacy Center, where she was examined by a pediatric forensics doctor and then hospitalized.

Police said the girl's condition was improving by Tuesday morning, though she has remained non-verbal to investigators.

Cops arrested her mother Mayra Yomali Solis and Fransico Rios-Covarrubias, who had been babysitting the girl while her homeless mother went to work in Mesa, Arizona.

John Meza, Chief of Mesa Police, said the case was a "shock to the soul".

Meza added it was: "Neglect so harsh she could not stand on her own."

Police told how Solis was leaving her child with Rios-Covarrubias, popping in to see her just once a week.

In another incident she had shaved the girl's head and invented that she had cancer, to try and make money from wellwishers.

Meza added: "We want to make sure that all individuals who commit these monstrous crimes will be arrested...the innocence of a child will not be ignored."
